Are you down where the ball is or where the flag is pulled?

The officials spot the ball where a players hips are when his flag is pulled.

That is not how they spoted the ball. The player stuck out his arm and my player pulled the flag behind the first down cone and they gave them the spot where his arm was. Not crying just like to know. Also one ref called an extra point good and one said it was not. Then I was told it was not good because only half the ball was inside the goal.
